Does Obama's position on the US refusing to ban cluster bombs differ from the Bush Administration's?

I can't imagine that any American military leader of either party would consider getting rid of the arsenal. They're just too useful in too many areas not to have them in the inventory. The thinking that leads to these bits of silliness is the same thinking that led people to think that they could simply outlaw war altogether in the 1920's.
